Studying engineering plans for buildings in the Department of Prevention and Self-Protection
- The engineering plans are studied in the Department of Prevention and Self-Protection, both on paper and electronically, in partnership with the Greater Amman Municipality and the Jordanian Engineers Association.
- The engineering plans are returned to us after they are approved by the Jordanian Engineers Association and the Greater Amman Municipality on the electronic system of the Greater Amman Municipality, so that we can study the plan and respond to it with approval or disapproval. In the event of approval, an SMS message is sent with the value of the required fees, including the electronic payment number. Through any of your invoices, and in the event of non-approval, the required recommendations will be sent on the website.
- In the case of paper engineering plans, a request to study engineering plans is submitted by the person concerned or the competent engineering office in the public service office or by telephone to be given for the study and given a number for the role and transferred to the concerned department.
- The Public Service Office official sets a date for the study and registers it in the engineering plans study register, so that the study date does not exceed a maximum of two working days from the date of submitting the application for large projects and high-rise buildings.
- The official of public service office receives the request to study plans for residential buildings only, so that it is completed and studied within a maximum of one working day.
- The public service office official shall hand over to the head of the engineering department or the head of the prevention department in the field directorates a copy of the record of studying the engineering plans on a daily basis.
- The prevention officers in the various branches study the engineering plans for the building and determine the requirements (architectural, electrical, mechanical) and according to the specifications of the national building codes (the fire protection code, the fire alarm systems code, the fire fighting systems code, the elevators code) and document, the results of the study in Engineering plans study form, in addition to the following forms, if needed according to the type of study (architectural plans verification form, alarm systems charts verification form, and firefighting systems chart verification form).
- In the event that the results of the study were identical, the following steps shall be followed by the engineering department in the Department of Prevention and Self-Protection or the Prevention Department in the field directorates:
- Submitting a written statement by the project owner to abide by the engineering plans stamped by the Civil Defense in case the plans are studied on paper.
- Signing the engineering plans by the engineers of the various branches and duly ratifying it on paper or electronically.
- Fill out an warrant form and duly authenticate it on paper or pay electronically.
- After the fees are paid by the auditor, a copy of the warrant is saved in the file of the project, and the engineering plans are then stamped with the Civil Defense stamp (the fees are paid). In the event that the project is exempt from fees, its plans are stamped with a stamp (fees-exempt).
- After approving the plans, the study officer fills out an information form about the facility and sends it to the computer officer for entry in preparation for opening a new file for the building, where a copy of the study reports is saved in the file, and then a copy of the file and its contents is sent to the competent directorate.
- Preparing a letter addressed to the competent official authorities (the Secretariat, the concerned municipality) informing them that the engineering plans for the building have been approved and stamped, and there is no objection to completing the construction licensing procedures from other official authorities (building permit), and a copy of the letter is kept in the facility file and a copy is sent to the competent directorate.
In the event that the results of the study were inconsistent, the following steps shall be followed by the engineering department in the Department of Prevention and Self-Protection or the Prevention Department in the field directorates:
- The references are provided with a copy of the study forms containing the notes to be modified on the engineering plans, and the original is kept in the project file.
- After making the required modifications, the auditor returns to the department again for the study according to the previous steps.
- Protection officers in the various branches (architectural, electrical, mechanics) verify that the previous notes on the plans have been modified, and then document the results of the study in the same previous form, which contains the observations resulting from the previous study.
In the event that the results of the study become identical, the same steps mentioned in point (6) mentioned above shall be followed. A technical committee will be formed with the membership of the heads of the engineering branches and the head of the Occupancy Permits Branch, chaired by the head of the Technical and Engineering Affairs Division, whose main task is to develop engineering solutions to the problems that may appear in the plans of major projects by reference to the approved Jordanian and international specifications in conjunction with the head of the engineering department and to study all requests for postponement and exemption from Requirements for prevention and self-protection.
