• A request for the establishment of fuel stations shall be submitted to the Energy and Minerals Regulatory Commission / Central Committee.
• Sensory detection is performed by members of the Central Committee for granting or withholding consent.
• In the event that the results of the inspection are positive, the approval is unanimous and the concerned person is informed of the approval to establish a fuel station, provided that the security and regulatory approvals are brought.
• Several documents are requested by the Energy and Minerals Regulatory Commission, including the submission of engineering plans to be studied and approved to the Energy and Minerals Regulatory Commission and the Civil Defense Directorate / Department of Prevention and Self-Protection.
• When constructing the station’s buildings, the concerned person goes to the Greater Amman Municipality or the competent municipality to request granting approval for a works permit for the station, and to review the Energy and Minerals Regulatory Authority to request granting approval to install pumps for the station and supply it with fuel.
• The Department of Prevention and Self-Protection or the external civil defense directorates are addressed by the Amman Municipality or the competent municipality to express an opinion on the approval of granting an occupancy permit for the station buildings according to the procedures for the statements and receipt of regulations.
• In the event that the conditions are met, the fees for the services of the Directorate of Civil Defense are collected to receive the requirements of prevention and self-protection and to obtain the approval of the occupancy permit for the fuel stations of the Greater Amman Municipality or the municipalities in the different governorates.
• In the event that the conditions are not met, the concerned person shall be provided with a copy of the disclosure form to make the required amendments.
• The fuel station is inspected by the Energy and Minerals Regulatory Authority, and a letter is sent to the stakeholders approving the completion of work to establish the fuel station, provided that several documents are submitted, including the approval of the Civil Defense.
• A sensory inspection is carried out on the gas station to ensure the general safety requirements inside the station, write a detection report and fill out the form of receiving a gas station from the technical and architectural aspects. Approval of the installation and supply of the station with fuel, and the Energy and Minerals Regulatory Commission is addressed through the Civil Defense Office to approve the installation of pumps and refueling.
• Responsibility of the Department of Prevention and Self-Protection / Gas and Fuel Section Follow-up the transactions received from the prevention departments in the external directorates, and some transactions are considered within the areas of competence of the directorates if necessary.

Entering a partner or implication for a gas station:

When the stakeholders enter a partner or include the fuel station, we were addressed by the Energy and Minerals Regulatory Commission to agree to enter a partner or implication the fuel station, the Prevention Department in the Directorate of Specialization is addressed to take the necessary action on the content of the authority’s letter.

Gas stations license renewal:

• The civil defense directorates in the different governorates are addressed with a request to express an opinion on the approval of renewing the license for the fuel station by the Greater Amman Municipality or the municipalities, according to the statements made and the regulations received.
• In the event that the conditions are not met, the concerned person shall be provided with a copy of the disclosure report to make the required amendments.
• If the conditions are met, approval is granted to renew the license for fuel stations within the jurisdiction of the capital governorate or the concerned municipality in the different governorates.

• When the stakeholders make any substantial modifications to the fuel stations, and we have been addressed by the Energy and Minerals Regulatory Authority to approve the fundamental modifications, the station is dealt with as follows:

If the changes are made to the fuel station building and civil defense have been contacted by the Energy and Minerals Regulatory Authority approving the fundamental amendments, the station will be dealt with as follows:

• A request is made to submit engineering schemes for the modifications made to the building for study and to collect the fees prescribed for studying and approving the engineering schemes.
• A physical inspection of the gas station is carried out by the Energy and Minerals Sector Regulatory Authority, and a letter is sent to the concerned parties approving the completion of work for fundamental modifications to the gas station, provided that several documents are brought, including the approval of the Civil Defense Directorate on public safety requirements inside the station. The letter is returned to the Prevention and Self-Protection Department by the Civil Defense Bureau and directed to the concerned directorate to conduct a physical inspection of the station, according to the conduct of the inspections and receipt of the systems.
• If the conditions are not met, the concerned party will be provided with a copy of the disclosure form to make the required corrections.
• If the conditions are met, the inspection officer fills out the gas station information form, and the Prevention and Self-Protection Department is addressed by the relevant directorate to approve the fundamental modifications to the gas station, and the Civil Defense Office is addressed by the Prevention and Self-Protection Department to address the Energy and Minerals Sector Regulatory Authority to approve the fundamental modifications to the gas station.
