This procedure aims to control the mechanism of regulating transactions related to chemical substances in terms of their classification and danger, and to adopt all necessary preventive measures for them.

This procedure applies to all transactions of the Chemicals and Environment Department, which include the following:
- Studying the chemical and physical properties of chemical department and showing their risks and ways to deal with them.
- Follow-up and update of computer systems for the department of hazardous chemicals.
- Studying engineering plans for tanks for storing chemical materials in terms of specifications and dimensions.
Process input:
- An official letter from the concerned party that includes a statement of the chemicals (initial and produced) present in the facility and the facility's data in terms of (the plot number, the number and name of the basin, the name of the area, ....).

Mechanism of studying the dangers of chemicals:
- The study of engineering schemes is transferred by the engineering department (architect, electro-mechanical) after filling out the audit form for engineering schemes or the transaction of obtaining a work permit by the head of the Works Permits Branch in the event that the facility contains chemicals to determine its danger before determining the necessary prevention and self-protection requirements.
- The concerned person submits an official letter that includes the chemicals present in the facility (initial and produced) and the general safety regulation for each substance (MSDS).
- The head of the Chemicals and Environment Department verifies the existence of all documents related to chemicals, including a list of scientific chemical names, their manufactured and stored quantities, and industrial processes, and providing (MSDS) for each substance through the manufacturer or one of the internationally approved websites for dealing with chemicals.
- The study officer in the Chemicals and Environment Department studies these materials in terms of their degree of danger, flammability, storage and handling conditions based on (MSDS) and approved by one of the testing laboratories.
- The study officer in the Department of Chemicals and Environment fills out the form for the study of chemicals and writes a study report.
- The concerned person or the external departments are addressed with the chemical materials study report and the form for the chemical materials study to complete the transaction procedures (schemes study, work permit, occupational licenses).
Replacing or not using chemical codes:
- The concerned person submits an official letter addressed to the Department of Chemicals and Environment, where the head of the Chemical Department or his representative prepares a list of facts to be presented to the Technical Committee for a technical opinion.
- In the event that the replacement of chemical substances is approved, a legal undertaking is submitted or not to use them, and the stakeholders are addressed with the opinion of the technical committee.
- In the event that the Technical Committee does not agree to a replacement or cancellation of chemical substances, the stakeholders will be addressed with the opinion of the Technical Committee
